I totally respect Apple's wishes that their OS run on only Apple hardware, but having a Mac VM unlocks a lot of abilities to do testing in the OS. The EULA is not something I'm worried about since the goal is to find out if I can do this. Since my company uses Hyper-V primarily, I'm going to do some experimenting and figure out how to make this happen if it's possible. Parallels and VMware both work with the macOS installer that can be obtained from Apple's Mac app store. To run it in Hyper-V, we need an install process that is compatible with Hyper-V. I have three Mac VMs in Parallels Desktop, and I have also ran it in VMware.
